Eligibility to receive and obligation to give Sadaqat al-Fitr

If a person does not possess cash or staple food (such as grains) on the day of Eid, then Sadaqat al-Fitr is not obligatory upon them. However, if a person owns items beyond their basic necessities, such as a second car, an additional house, or other luxury possessions whose value reaches or exceeds the nisaab threshold, then although they may not have liquid cash, they are still considered financially well off. In such a case, they are not eligible to receive Sadaqat al-Fitr, because ownership of surplus wealth equal to or above nisaab disqualifies a person from being a recipient.
