If his wealth is from mixed sources: where the majority is haram, it is better to avoid borrowing from him (some scholars rule it impermissible outright); where a portion but not the majority is haram, borrowing is disliked (makruh) unless one is certain the specific money borrowed is from the haram portion, in which case it is haram; where only a small percentage is haram and the majority halal, borrowing is permissible provided there is no certainty the borrowed money itself is from the haram portion, though it remains better to avoid it if possible. In cases of dire necessity -- where no one else can be found to borrow from, and refraining would likely cause loss of life, severe illness, or comparable harm -- borrowing from such a person becomes permissible.
