Does the ruling against participating in other religions' worship apply without exception even to a Muslim head of state of a mixed-religion country -- can he join other religions' celebrations as a gesture of unity and inclusiveness, or must he remain firm in his own religious principles and abstain?

Answer
There is no exception for this scenario -- the ruling remains the same. With correct and effective public communication, a leader could maintain social cohesion without compromise. Religious tolerance does not demand that one violate the most fundamental tenets of the din; rather, it demands that others tolerate the theological red lines of one's faith, even in relation to a president. To demand that others abandon the core tenets of their religion in order to demonstrate religious tolerance is itself a demonstration of a lack of the very tolerance being demanded.
