Answer

The hadith mentions: *الصَّوْمُ يَوْمَ تَصُومُونَ، وَالْفِطْرُ يَوْمَ تُفْطِرُونَ، وَالْأَضْحَى يَوْمَ تُضَحُّونَ* — "Fasting is the day you all fast, breaking the fast is the day you all break the fast, and sacrifice is the day you all sacrifice." Therefore, if the person is living somewhere Eid has been observed, he should celebrate Eid and it is not allowed for him to fast on this day. If he is living in another region/country/place and they are not observing Eid that day, then he should also fast with them. Yes, they should.
