Giving charity to someone likely to spend it on something haram

What is the ruling on giving money to someone in need if you know or strongly suspect they will use it to purchase or participate in something haram? (With relevant Qur'an/hadith references if possible.)

If one is certain or strongly believes, on reasonable grounds rather than mere conjecture, that someone will use sadaqah money to commit a sin, it is impermissible to give it to them, since doing so assists in something haram -- "Cooperate with one another in righteousness and piety, but do not cooperate in sin and aggression" (Qur'an 5:2). Instead, one can offer to buy food, clothing, work equipment, or household supplies for the person directly, preserving the opportunity to give sadaqah while helping improve their worldly and spiritual condition. *And Allah knows best.*
