No, it is not permissible to hand a Muslim over to a non-Muslim in the case of war. No, it is not permissible to partake in the destruction of a Muslim family. Moreover, it is impermissible to collaborate with anyone -- Muslim or non-Muslim -- to unjustly destroy anyone, Muslim or non-Muslim.
