The event is a corrigible initiative that can, with adjustments, serve as an excellent da'wah opportunity. But if it genuinely includes free-mixing between non-mahram men and women, music, and exposure of women in vulnerable positions during prayer, these are clear red-lines that must not be crossed -- organizers should be encouraged to address these issues. Whether it should be shut down depends on whether it actively draws people away from the masajid to the point tarawih jama'ah there is lost (in which case it should not be done at all) or merely adds an additional place for tarawih for people who might otherwise not pray it (in which case it adds good to the community). Correction should always be done with wisdom and good exhortation, not rashness.
