Answer

According to the Hanafi school, witr is wajib and if missed, qada should be made. Qada should not be prayed in the time of Fajr before the Sunnah of Fajr. Rather, if it was missed during the night, the preferred order is to perform the Sunnah and Fard of Fajr first, then make up the Witr afterward, as long as the sun has not risen. It should also not be prayed during the disliked times, such as while the sun is rising — one should wait until that passes and then perform the qada.

Ibn ʿAbideen writes: *لو تذكر الوتر بعد طلوع الفجر فإنه يبدأ بسنة الفجر ثم الفرض ثم يقضي الوتر* — "If he remembers the Witr after the entrance of Fajr, he begins with the Sunnah of Fajr, then the obligatory prayer, and afterward he makes up the Witr."
