Can a person in debt still perform Qurbani?

Answer
*Wa alikumus salaam.* If an indebted person still has wealth equal to nisaab or more during the days of Eid, it is wajib upon him to do Qurbani. If he doesn't have nisaab, he may still do Qurbani as a voluntary act if it doesn't affect the repayment of his debt.
