Answer
The minbar should be kept free from politicking and political partisanship. Sultan al-'Ulama, 'Izz al-Din b. 'Abd al-Salam, stated that the khatib should mention in the sermon only what accords with its intended purposes -- praise of Allah, supplication, exhortation, warning, and encouragement to obedience -- and that mentioning caliphs, kings, or rulers therein is aberrant, since that station is exclusive to Allah and His Messenger. Imam Ibn al-'Attar likewise held that admonition should address the people's genuine religious needs -- urging fairness, connection, and mercy; discouraging estrangement and wrongdoing -- with the preacher's greatest aim being to unite the congregation upon obedience to Allah, avoiding discord.
