Is it a requirement to have wudu to enter burial grounds and/or to make dua or recite the Quran there?

Answer
One does not need wudu to enter the grounds or to make dua. If reciting from a physical copy of the Quran, wudu is needed to hold and carry it -- not if reciting from memory.
